Yes, we prepare and publish it. The developer accounts are best registered to you, so the app belongs to your company.
Would a Telegram Mini App be enough?
If customers already talk to you on Telegram, a Mini App is faster and cheaper: nothing to install. You need an app when notifications, working outside Telegram and a spot on the home screen matter.
What happens after launch?
